In response to an RFQ/RFP request, Urban Community Partners assembled a team of highly qualified developers and consultants to develop a +/-15 acre infill site in Foster City, CA. Urban Community Partners was responsible for the preparation of the RFQ/RFP response. Other team members included Campus Properties, The New Home Company, MidPen Housing and Merrill Gardens: all highly qualified developers of their respective areas of expertise.

The RFQ/RFP was submitted under the name Foster City Community Partners (FCCP) and was awarded the project in the fall of 2011. Since then, the team has been negotiating a Term Sheet with the City and will soon be initiating the entitlement process. Development is expected to commence in 2014.

The +/-15- acres of land in the heart of the community’s Civic Center represents a once-in-a-lifetime opportunity for the City of Foster City. This site has the potential to build on and tie together all the successful elements of a true community which already exist in Foster City and which serve different segments of the population from day care through seniors.

The vision articulated by FCCP will provide the City with an opportunity to create a central gathering place which ties all the surrounding uses together and forms a natural heart to Foster City.

The FCCP proposal for the site includes a full spectrum of senior oriented housing: affordable and market rate rental apartments with a choice of independent or assisted living and market rate condominiums, lofts and townhomes designed for the 55 plus age group. Approximately 40,000 square feet of Main St. retail with an emphasis on food and beverage uses will help to activate the town square.

The goals for the project include:
• A true downtown for Foster City combining retail, housing, civic and recreational uses
• The creation of attractive and vibrant public spaces
• A new innovative and attractive venue for festivals and events
• A fully-realized, integrated and activated Civic Center area
• An opportunity to retain retail tax dollars and create new taxable properties
• A vehicle for providing much-needed affordable housing
• A benchmark in providing senior housing choices
• An opportunity for aging Foster City residents to remain in Foster City
